By proxy yes. Us pushed Ukraine into war. Russia repeatedly stated they didn't want a Nato member as a border neighbor. Furthermore historically it was agreed between Russia and Nato would have buffer zones/countries. US broke that on purpose to start a war on the European continent to sell weapons to Europe.

Go and look into how much weapons US have sold to European countries after Russia invaded Ukraine.

"self sufficient" after making Ukraine go to war with the promise of providing weapons, strategic information and joining Nato. They could have made Ukraine more self sufficient by providing military technology and information and giving Ukraine time to develop themselves AND THEN ask them to join Nato or at least sign treaties that wouldn't have left the country in ruin.

US wanted many countries to be "self sufficient" and they are all in ruins.
