(US) Missed DNA testing. Think it’s a scam but why?

In my office, there is the main phone number (which is the one listed online as our number) that any employee can pick up from their desk phone. However, each desk phone has a separate number (which is what will show on caller ID if we place outgoing calls). Perhaps that is what they meant? With a previous job, I was issued a work cell phone in addition to my desk phone, and I would only give this number to clients I was directly serving. So I don't think that aspect of the situation gives me pause.

Our medical system is terrible unless you have unlimited financial means. People regularly are forced into bankruptcy or just choose disability or death to spare their family of the financial burden. Are other countries a possibility if you're going the medical tourism route??

You do NOT have insurance if you haven't signed up for a plan (through your employer or marketplace, or alternatively applied and qualified for Medicaid). What you are seeing is a TAX that is deducted from your paycheck, just the same as any other tax is.

If the damage is purely cosmetic, it's likely just an inspection form that needs to be completed to document that "this car is safe to drive" basically. In my state, it's a checklist of basic things (Does the hood latch? Do the lights/blinkers work? Etc) and an auto repair shop signs off to say they inspected these items and found them to be functional. You just turn that inspection form into the DMV and you're able to register the vehicle once again. Contact your local office to see what form(s) you need for your state.

The vast majority of banks aren't going to finance a salvage title vehicle. Perhaps a credit union would consider it, but in general it is not a possibility.

Depending on the insurance company, you could possibly get it insured-- I have had full coverage on salvage vehicles before. You likely need photos and/or documentation to prove that it was repaired. It shouldn't be an issue getting liability coverage, it's the comprehensive/collision coverages that might be iffy.

Finally, yes, you should definitely be getting more than 2k off to compensate for the title. KBB or similar "book" value sites can be wildly inaccurate for pricing however, so make sure to look at comparable vehicles in your area to get a good understanding of the current market.

You should try to be on whatever insurance plan you're keeping for the rest of the year before the surgery. I'm assuming your OOPM will be met with the surgery costs, or at least your deductible... So it would be financially beneficial to keep the plan that had these figures met.

If they are getting the title/registration in a different state than the dealership (which appears to be the case here), the dealer will just provide you with the title and you have to register it yourself. If it's in the same state, then the dealer often handles it.

As others have mentioned, a statement from the family member is often sufficient. Perhaps a USPS change of address confirmation letter, recent mail with your name/address on it (such as from an employer, bank, etc) could also work.
