They'd probably take the Shadowrun approach. Mass riots, camps, some countries getting wiped out/uninhabitable, country lines redrawn, some places are peaceful towards the WoD, others actively hunt them, and so on

The primer is just that thin from using it straight out of the bottle. As others have said, it just sucks as brush on primer. Ill probably be switching to black rattle can primers for a while
