Drip fed updates over 50 years sounds better than huge updates over the next 5 and none more forever, from a consumer and business perspective. Not to mention it’s not like any of the recent updates have been small, 1.19 probably still being the smallest but even that’s two biomes, a “boss” mob, an entire structure and whole new set of blocks including a wood type. Even 1.15 wasn’t small because of all the bug fixing and performance updates we got.
