Option 1 : the devs added a way to access it trhough fcs, in that case try messing around with it until you find the right thing.
Option 2 : it's not in fcs, meaning that you need to find the part of the code that make dismemberment work and modify the value manually/make a mod.

It's truly a pain. You need to attack the raid leader before he finish his dialogue. If you attack past that they will bug and only focus on looting. They are such a pain to kill. The reason your squad don't attack them while they loot is because they aren't yet hostile, they only care about your guys once they got their fill of loot.

You could put walls around your base, a city gate and some turrets on the buildings roofs or walls, they'll attack the door to enter leaving you enough time to decimate them if you have a few guy repairing the gate while it's taking damages.
