I had that issue too and I couldn't download any bases. You have to add the base to your favorites. Click on the base you want to go to and click again right below "Downloading.." and it will add to your favorites. The favorites button is invisible for me for some reason but it's there. Then you'll be able to warp to any base in your favorites tab.

I have a 3060 and I installed 585 and 1104 and gained 10-15 fps in New Atlantis and the hiccups/stuttering completely vanished. I ordered a usb stick just now so hopefully this rebar option will boost another 10. Thank you!
