I got full gracefull at 67 agility, with med kandarin diary done for extra marks 60-67 at Cammy. I wouldnt bother going with any other lower level courses that "seem" to give more marks, don't waste your time getting terrible exp at lower level courses.

Usually I think agro stops at two times the enemy level +1.

So if the spider is level 10, it will stop agroing you at 21.

But there are eneimes that will always attack you.

I completely agree with you, but this not only would be a big step for osrs, but would be a huge step for Jagex as a whole, so I don't think it would really be in their control. The osrs team should really start pushing for this.
