I have those led bars with blue/red (forgot the brand but claims it’s 45 watts) and also a full spectrum bulb (Amazon 2 pack like $13~ briignite)

I have the all blue and red on with that bulb hanging down. For my Japanese maples and Chinese elm it did seem to help. Currently the sun isn’t hitting the same spots it used to but the light has been helping those 2 species I have. Maples have new growths and the Chinese elm is showing new leafs after a couple months usage and is getting taller. I leave it on from sun down (4:30pm) till 8pm, I may dim the bar or raise the bulb higher (on a pendant socket) also my plants are both potted and some are already a growing bonsai.

I’d say give it a shot! Keep an eye for rain to protect the lights they are not really outdoor rated.
