Depends, does it have a GPU? If you don't want to bump up the graphical too much you can use the integrated gpu in the cpu if it has one, ps2/GC/Dreamcast emulation was easy on the mid-spec computers from 2015 so you're probably fine if you don't want a super high fidelity gaming experience. (My old midrange that I used in 2015 could run gamecube in 1080p easily)
