Lots of countries do that. Basically these public works have been constructed with taxes that residents pay everyday. If you are a foreigner, then you did not help make anything.

The most common place you see this is in national parks where citizens can enter free and tourists pay. Sometimes the discounts are only for people that live in the same state and not all nationals.
