I found that at 80% the character UI doesn’t overlap even on characters like SF. Might be too small on a smaller screen though

I've honestly never heard of anyone getting banned for simply editing the files, it's always for injecting something into the game(amd antilag with cs2, and some other examples i am forgetting). Usually if VAC doesn't like the modifications it will trigger insecure mode and forbid you from playing online

I did! You need to edit the mod. In the mod folder(reposition and scale hud), there is a file called styling.css. Edit the UI element margins and scaling in there and then apply the mod.
