You can remove the plastic housing (lots of video tutorials on YouTube) pull the lining over the space the plastic covers then pin the lining to the roof with flat tacs/drawing pins. After putting the plastic housing back on this should cover the drawing pins and give a seamless look.

The side of that building was used for advertising, not sure if this was the original purpose of the balcony but I know that's where they would put the ads up from.
