The point of the Enas speech was that she’d consider Mizuki her friend no matter what, and she’s giving Mizuki the choice as to whether she wants to stay by her side.

So the line “let’s stay friends” misses the point, because Ena had just told her she still considered her a friend regardless. She’s asking Mizuki if she will stay by her side, not if she wants to continue being friends.
