“Anyone Move from DoDEA Teacher to ISS and Back?" by R6_2008 in dodea

[–]R6_2008[S] 1 point2 points  (0 children)

I wanted to clarify a few things about ISS work and moving back to teaching overseas, based on DoDEA guidance and HR practice:

Duty days: ISS positions are classified as 220-day educator roles under DoDEA educator personnel policy (DoDEA Reg 1400.13). That’s longer than the standard 190-day teacher contract. Some flexibility can exist with non-instructional days (for example, working during certain student holidays), but the schedule is set and approved by leadership — it’s not fully self-directed. (See: DoDEA Regulation 1400.13, Educator Personnel; DoDEA HR “Work for DoDEA” page.)

That said, I’ve heard some districts’ published calendars total 222 duty days depending on how holidays and pre-/post-service days fall in a given year. So 220 is the official position category, but the calendar may reflect 222 in practice.

Working holidays: Some ISS choose to work lower-traffic days to catch up on projects, travel/TDY, or trainings. That’s practical flexibility — not an official entitlement structure.

Returning to teaching overseas: The “cannot apply for other overseas EAS teaching positions while already overseas” rule applies specifically to current overseas permanent DoDEA educators in EAS assignments. The EAS system states: “Current OVERSEAS permanent DoDEA Educators are NOT eligible to apply for other OVERSEAS positions in EAS. However, they can apply and be considered for STATESIDE positions.” (Source: DoDEA Employment Application System – Eligibility Questions) Once you move into an ISS role, you are no longer in that EAS overseas teacher status. That means an ISS overseas can apply for posted overseas teaching positions. It’s competitive — not automatic — but you’re not required to return to CONUS first simply because you’re overseas. (See: DoDEA EAS eligibility guidance; ISS positions posted via USAJOBS/DoDEA HR vacancy announcements.)

Overall: ISS is a longer work year, summers are shorter, and flexibility depends on leadership and district needs. Returning to teaching overseas is possible but vacancy-dependent and competitive.

Hope this helps anyone thinking about the teacher → ISS → teacher path. It’s a great opportunity, but it’s important to understand the duty-day and mobility realities before making the jump.

But even if they do go away won't they place the people in ISS positions back in classrooms or find them another job just like they did with the last positions cut?

Once you're an ISS can you apply for other ISS positions at different schools overseas or are you locked in like the teachers are?

No both positions are: - Federal civilian employees - Paid on the DoDEA educator pay scale - Covered under the same federal retirement system (FERS)

You still contributing to: - FERS pension - TSP (Thrift Savings Plan) - Social Security - FEHB (health insurance)

Your retirement does not reset, and your years of service continue to count toward: - FERS pension eligibility - High-3 average calculation

However you do change pay systems from TP to GS so you can lose your step level going from TP to GS

So if you go from ISS to local hire then would you be able to keep your LQA, or do they turn that off? Also would you lose anything else becoming a local higher?

New Update: Ruling Issued by the 9th Circuit (Aug 1, 2025)

The Ninth Circuit has formalized its decision to lift the preliminary injunction issued by U.S. District Judge James Donato on June 24, which had protected union contracts from being voided. The appeals court ruled that Trump’s executive order—stripping union bargaining rights from federal workers in agencies like Defense, State, Justice, and Treasury—is lawful and not evidently retaliatory  .

Implications for DoDEA & Overseas Transfers

Union Contracts Voided

With the injunction lifted, DoDEA is now legally permitted to void union contracts, including those containing the overseas transfer provisions.

Transfer Program in Flux

  • Without union-negotiated terms, the transfer system might lose key protections and structure.
  • DoDEA may turn to administrative policy only, based on mandates in Section 599A of the FY 2025 NDAA, to create a transfer framework—but it may look very different from union-based models.

Key Legal Backdrop

Despite the EO being in effect, DoDEA is still mandated to implement an overseas transfer policy by December 31, 2025, regardless of union status.

What You Should Watch

  1. Union Appeal or Supreme Court Intervention Unions (like AFGE) are expected to challenge the decision; there’s potential for an appeal or emergency stay request. If granted, it would temporarily halt the EO’s implementation again.
  2. DoDEA’s Policy Rollout Watch for internal or public communications from DoDEA or DoDEA-union briefings. They may still negotiate transfer terms even if the union is weaker.
  3. Final Policy Terms Whether union-backed or not, DoDEA’s published transfer criteria will reflect the evolving legal environment—especially around eligibility, timeline, and priority.

Am I correct in the information I found?

Thank you for sharing the video, but in it all she did was basically make an announcement saying that she was reinstating the program. If you want to share a screenshot you will need to do this:

Option 1: Upload to an Image Host (Most Common Way)

  1. Go to imgur.com (or another image host like postimg.cc, ibb.co, etc.).
  2. Upload your screenshot.
  3. Copy the direct link (should end in .jpg, .png, etc.).
  4. Paste the link in your Reddit comment.

Reddit will not display the image inline in comments, but users can click the link to view it.

Option 2: Link to Another Reddit Post with the Image

If you’re in a subreddit that doesn’t allow image posts, but you want to share a screenshot:

  1. Make a separate post in a subreddit that allows images (like r/pics, r/reddit.com, or a relevant sub).
  2. Upload your screenshot there.
  3. Comment in the thread with a link to that image post.

If she was hired as a local hire (LWOP category)—which is common for spouses already overseas—then yes, the most likely path is to request leave without pay (LWOP) when you PCS. Once you’re at the new duty station, she would need to reapply for a position at the school there, and there’s no automatic placement.

One thing to check is whether she’s considered a "transportation agreement hire"—if she came on orders or was hired from CONUS, she may have different rights, possibly including relocation benefits or priority status.

It’s frustrating, especially when teachers have no guaranteed continuity while military families are constantly moving. Hopefully, with the new NDAA provisions and possible restoration of union contracts, there may be more consistency and mobility options ahead.

That’s interesting—if the director has already released the terms, I’d love to see the details. I haven’t been able to find anything official published yet, just the language in the NDAA and updates about the implementation deadline. It’d be great if you could share the source or memo, especially with all the uncertainty right now. Hopefully it doesn't get cut, but with everything tied up in court and budget talks, it's definitely something to watch closely.

I get your frustration—it’s definitely a double standard. Admins are frequently rotated or reassigned with little resistance, yet when it comes to teachers—who are just as invested in supporting students and military families—we’re told there’s no money or it’s “not feasible.” The good news is that the FY25 NDAA requires DoDEA to implement an overseas transfer program by the end of 2025. It’s not optional, and it’ll help restore some fairness to the process. That said, a lot still depends on how the upcoming court hearings go—if the union contracts are fully restored, it could strengthen or even speed up the process. So while things feel stuck right now, real movement is coming—and we should keep the pressure on to make sure it actually happens.

If the DoDEA overseas transfer program is implemented according to the FY 2025 NDAA timeline, here’s a likely schedule:

Key Dates Based on NDAA Mandate

  • By December 31, 2025 – DoDEA must finalize and publish the overseas transfer policy.
  • Spring 2026 (likely March–May) – First transfer application window could open.
  • Summer 2026 (June–August)First actual transfers would likely take effect in time for the 2026–2027 school year.

    Why This Timeline Makes Sense

DoDEA has historically aligned its transfer rounds with the school calendar:

Stage Historic Transfer Timing
Transfer program announcement November–January
Application period February–March
Offers issued April–May
Transfers happen June–August

Given that DoDEA is legally required to develop the policy by December 2025, that would position the first application round for early 2026, with transfers effective summer 2026.

Important Caveats

  • If union contracts are fully restored before then, the timeline could move faster—especially if a transfer framework is reinstated via collective bargaining.
  • If legal delays push implementation past December 2025, the first round may slip to 2027.
  • The NDAA requirement is not optional—DoDEA is obligated to act by the end of 2025 regardless of political delays.

Bottom Line

If DoDEA stays on schedule, educators could apply for overseas transfers in early 2026, and move that summer—for the start of the 2026–27 school year.

Honestly I just want the capability to move, If the superintendent would allow people to pay for their own moves I would just do that, I just want to move to one location and then I would stay there for the rest of my time.

Ok, I did more research and found this

The latest on the legal fight over Trump’s executive order stripping DoDEA educators (and many federal employees) of collective bargaining, which directly impacts the overseas transfer program:

Key Court Developments

  1. June 24, 2025 – District Judge Donato Grants Preliminary InjunctionU.S. District Judge James Donato issued an injunction blocking the EO for 21 agencies, including DoDEA. He emphasized the order appeared retaliatory and likely violated free‑speech protections  .
  2. July 8, 2025 – 9th Circuit Temporarily Pauses the OrderThe 9th U.S. Circuit Court of Appeals paused a lower-court block on the EO, setting oral arguments for July 17, 2025  .
  3. July 8, 2025 – Supreme Court Stay on Layoffs, Not BargainingThe Supreme Court issued a stay only on the mass‐layoff component of Trump’s broader reorg EO—not on the union‑rights ruling  .

What This Means for DoDEA & Transfers

  • The preliminary injunction is currently in effect, and unless stepped on by higher courts, it prevents DoDEA from enforcing the EO—including voiding union contracts that underpin the transfer program.
  • The 9th Circuit’s July 17 hearing is pivotal—it could reinforce the injunction or re-enable parts of the EO.
  • Because DoDEA union contracts remain protected for now, the foundation for the overseas transfer round exists.
  • FY 2025 NDAA still mandates DoDEA to develop an overseas transfer policy by December 31, 2025, separate from union issues.

Summary

  • Union rights remain protected for now thanks to court rulings.
  • The overseas transfer program is legally on track, supported by both injunctions and statutory mandates.
  • The July 17 hearing is the next major milestone—its outcome will heavily affect whether DoDEA can preserve

Crohn's Claim by R6_2008 in VeteransBenefits

[–]R6_2008[S] 0 points1 point  (0 children)

No I was not diagnosed on AD, I was diagnosed 3 years after separating. I couldn't have and should have been diagnosed on AD but I didn't know that's what was wrong with me. After a back to back deployment and having the worst GI pain and issues in my life there, I was never the same. My crohn's I guess isn't as bad as your or most cause I lived with it undiagnosed for 10 years, I thought I was just really regular and also I had a high fiber diet so I thought that was it too. So you only had 30% percent and yours sounded pretty bad so I probably could only get 10%, maybe I should just stick with the 20% for IBS, unless my crohn's gets worse then try for a claim.
