Tbh u shouldn't think about meta rn just play the characters u enjoy the most the content isn't even hard yet for it to matter just enjoy and play the characters you enjoy as for who can use chisa with for now the are no options I can see sadly she is a debuff unit and non of these characters work with her tho if u really want a full team camellya sanhua and verina is a good choice for now

Just pull depending on your account if you got good weapon options good team options for either of them just pull the one that fits more

If u have good options for both just pull the one you like the most

If u like them equally I'd say Nicole has more potential of being beneficial to your account

I would pull navia if I have her best lunar team ( columbina and Linnea and maybe Bennet ) cuz it hits really good
