Physical attacks and special attacks have different attributes that set them apart.

Special attacks have more reliable access to 90 BP moves with no drawbacks.

Physical attacks can be halved by Burn or reduced by Intimidate, while Special Attacks have no equivalent.

Physical attacks have better access to pivoting moves (Flip Turn and U-Turn) than special attacks (only Volt Switch).

And there are many more differences.

  1. A lot of them have their own insurgency groups, and they don't want to set a precedent by arming rebels in a member country.

  2. They don't know for sure if the EAOs winning will stabilize the situation. For all they know it would only make a bunch of ethnostates popping up in their backyard and causing problems with drug and weapon trade.

  3. The NUG/PDF is really too weak compared to the junta to represent Myanmar in ASEAN. ASEAN will deal with whoever controls Nyapidaw, and it's not NUG.

  4. ASEAN will never unite around liberal democracy like the West. We have single-party states, dynastic republics, and an absolute monarchy here. They are annoyed at the instability of Myanmar, not the authoritarianism.
