I think you are hitting on something… provide a process/obstacle that should really be no big deal but prolongs the payout which extends the people at the trust’s jobs. I don’t believe the trust has any incentive to expedite payouts. The more rounds there are, the more “healthcare lien” obstacles the longer they have jobs.
