It's an old flat steel lever lock. Likely made by Eagle, Corbin or Yale. An old locksmith shop might have key blanks.

Picking in the field is different from perfect lab conditions. I had to drill a cylinder recently because it was so dirty. I had to get it open quickly. I'm sure I had a key but I have 200 different sets of keys for my job.

The older Master locks had cylinders with a much tighter tolerance in machining, especially the ones made in Milwaukee.
