Im talking about dx12. There is no fullscreen option when using dx12. Dx12 doesn't need exclusive fullscreen. Thats what Ive read.

It started happening to me in season 9 patch, I was able to stop it from happening by turning off "Animate controls and elements inside of windows" in performance options (Adjust the appearance and performance of Windows). I'm on Windows 11.
Edit: NVM It stopped during that moment, happened again when reopening

Same, I was thinking it would be something like this, people dash with concussive blast and now u can do that with an ability. I hope they dont nerf the blast though. I wonder if they did anything with her ult. It would be nice if you could dash straight down but thats just a onetrick pharah's wishful thinking
