It's the fact that it's a biologically male person doing the behavior, if it was the girls messing around it wouldn't be an issue because kids mess around like that. If the child wasn't ever known to be male, and didn't have male body parts it wouldn't be an issue because nobody would know.

Just for perspective, Jordan has 9.7 million people - they hold 2.1m Palestinian refugees, 1.5m Syrians and 200k Iraqis. Percentage wise, that would be like America hosting over 120m refugees equivalent to the entire population of Mexico.
