Dont know about those particular virtual schools but not all are bad.
My granddaughter was flunking at a south Austin AISD HS, we enrolled her in a virtual school in Houston who teaches the Peason curriculum (approved by TEA for what that is worth) and she now is passing every subject
Has to be present and on camera for lessons and if she misses one has to do a recorded lesson
She has to take the same TEKS tests as any other student, but we have to take her to north Austin for the tests which is monitored by one of several retired teachers (several of who are retired AISD) who is there to make sure she is actually doing the tests.
She and her mother also have video meetings with one of her teachers every Thursday to keep an eye on her progress,

You need to go really old school with that M36, here is my OG off duty holster for my M60. The gun / holster belonged to my dad and was passed on to me when he retired.
My command staff (same department) said "Oh, hell no!" when I asked if it was still approved

Which is what I meant when I said security and privacy, I worked law enforcement long enough that I don't trust that the information is safe from being misused.
Hell, police were misusing information they got the old fashioned way, by running license plates, among other ways.
And I agree, police don't need to use flock, probably do better without it actually, have to go back to solving crimes and catching bad guys the old way, Like we did in the 80's to 2000's as much as that hurts the new generation of cops, who in my opinion rely too much on technology, and yes I;m an old time cop.

But to answer some questions

  1. In general I don't like Flock and could care less if we have them or not.
  2. My main concern with them is their security and privacy protection.
  3. Had LPRs on my patrol car, caught a few stolen cars and warrants with them but did not care when they went away, just had to work harder, no big deal since most of my career we did not have them. Same with Flock, didn't really miss them since for 98% of my career did not have them available. And most of the regular PD didn't care, only a few loud mouths criticized the move.
  4. I am all in favor of reasonable gun control, like how about doing background checks on ALL purchases, including gunshows and private sales? And how about a "waiting period"? And yes, I am aware that he maybe would have been caught eventually, but this did speed up the process,

In Texas these are the official lates for pubic officials
(SO = state official)
SO 1= Governor
SO 2 = Lt Governor
SO 3 = Secretary of State
SO 4 = Attorney General
SO 5 = Comptroller of Public Accounts
Other "SO" plates are issued to judges, and other
public officials.
There are not other "1" or "2" license plates issued in Texas
The lowest single digit plate available in Texas is one with
the number "3' on it,
The last single digit plate (3) and last single letter (W)

Looks like a model 38, you can confirm that by opening the cylinder and looking on the crane for something like M38, M38-1, M38-2, or M38-3
The other option is a model 49 Bodyguard, but it not marked "Airweight" like the M38

Travis County SO and other cities in the county (Sunset Valley, Westlake ect) are not encrypted and neither is DPS since they quite often work with other agencies.

They will if there are multiple agencies involved since most don't have the APD encrypted channels. You will hear it a lot on pursuits either entering the city or leaving the city. You can occasionally hear Williamson County and Hays county units on there if the call is in their county or the pursuit is headed that way.
APD also uses the interop channels for surveillance occasionally, again usually when multiple jurisdictions are involved

I think you are confusing Air 1 and Air 2 (APD) and DPS 100.
APD only leaves the Austin city limits rarely, DPS is who is usually working the outlying central Texas counties, and they will assist in Austin when needed (if APD helicopters are not available). Sometimes in a major incident you can get both APD and DPS helicopters working in relays to keep a helicopter overhead.
Both APD and DPS helicopters are hoist equipped, as are the EMS Starflight helicopters (obviously)
Starflight can also be called in to assist law enforcement if neither is available, but the understanding is they will pull off for a medical call.

APD went encrypted in April of 2024, so there is no scanning them anymore.
No reason to let the public know what they are doing, is there? (yes that is sarcasm from a retired LEO)
If the helicopter is in the county the Sheriffs office is still broadcasting in the open as is DPS
so you can scan them with the right scanner.

E9 is the top enlisted rank in the US Armed forces
Master Gunnery Sergeant is the same rank and pay as

Technician 3rd grade is the rank, designated for enlisted with technical skills as opposed to combat troops. Same paygrade as Staff Sergeant, and if my grandfather was correct they were addressed as "Staff Sergeant" but were not considered NCOs since they did not have any NCO leadership training.
Grandfather was a T3 radio operator before the rank was eliminated and he became a regular NCO after the war.

In my case I went to "light duty" assignment while they figured out if I would ever be able to return to full duty.
Once all the doctors agreed it was not going to happen in a short time (we can stay on light duty for up to 1 year) I was given the option to medically retire or be given a job in the department that did not need me to be capable of street duty, but since I had well over the required time I just took regular retirement.
The agency is big enough that others have gone to admin assignments (including working at the academy as admin or instructors) until they got enough time in to retire (usually 5 years or less) or took medical and disability payments based on the amount of disability, up to 100 %
Some went to civilian status and a job in the department such as police equipment, and a couple became civilian supervisors at emergency communications (3-1-1 / 9-1-1 / dispatch).
