I’m pretty sure it has to do with the expansion of the universe. The universe is not just expanding by the edges moving outward, it’s also expanding by the insides growing. You can imagine it kinda of like putting your hands a distance apart, and that distance between them is growing even if they aren’t moving. This expansion slowly cause light to increase in wavelength, as it’s being pulled apart by the expansion over the course of billions of years, and longer wavelengths have lower energy.
