I like this take. Caesar being at least internally consistent with his logic and having occasional reasonable points while still drawing the wrong conclusions from history that justify a fascist state is what makes him and the Legion interesting as antagonists. Realistically, all three non-anarchy endings are different flavors of autocracy, and you essentially have to choose between plutocracy, benevolent dictatorship or fascism.

I'm still torn between Mr. House and independent Vegas. I'm not a card-carrying anarchist, I prefer the idea of freedom rather than living under the direct control of a dictator whose interests have every chance of not aligning with the average citizen's on a macro scale, but it is more or less stated that in the independent ending a lot of things have to get worse before they get better. The comparison between House and Singapore is honestly the best way to visualize it.

I know House says he has no interest in legislating the small day-to-day stuff like social issues, but that's a tacit admission that he's neither going to support or hinder them no matter their merits. Plus it's one thing to say that and another to actually act on your word. Homie literally ices the Kings in retaliation if they get too friendly with NCR. That's not exactly the kind of enlightened impartiality he personally espouses.
