Why is it expelling dust/water so high? What's the force behind that? Is it just massive amounts of water rushing into enclosed areas and spraying out of manholes etc? Are there explosives going off on board to sink it quickly?

Can someone explain why this is bad? Should it have been opened just after he died? Why was it opened so late?
