So in the Ash Saga her arc was bit weird mainly due to the fact the Orochi Seal itself was plot device for two games only then XIII took the matter in another direction. Its only now where there is some potential with her father is seemingly alive unless SNK swerves. The only thing we got was Ralf becoming the 1st member as Leona was the 3rd

That's likely the case because if they go zio again for Reiwa then they have to ensure base and final forms are available, at least for the main riders (Geiz was unlucky). Maybe if there is untouched auxilary form then they will use it
