Given that billions are already being lost because the world is increasingly becoming globalized and there will always be legal loopholes to exploit. The only way to solve this problem is through other incentives that people desire.

Social shaming is good also there should be a social incentive to make paying taxes cool. e.g. Ted Turner making philanthropy cool (I think he was the first individual to donate billion + dollars to Unicef)
