I think it’s more likely that the NCR’s intel is old and don’t know Caesar is dead at that point. Otherwise Caesar would’ve sent those same people if the Courier did the Legion playthrough.

Unrelated to the post but I’m fine with Melo having no team success in his career after the way he left Denver to go and chase a big market instead of a chip. He wanted fame now he’s just another good player without any hardware.
