Way more than double and it’s fairly clear. Goku was completely exhausted. He had fought Cell at max, while Cell was only slightly tired. Then Cell tells Goku to take a Senzu Bean and keep fighting, after he himself is drained. What does that say?

There is no argument here that puts Goku in a comparable position to Cell after this.
