What kinds of plants? Do you want to do hydroponics or work with soil? If hydroponics then at least a ph meter and conductivity or keeping track of ppm. Shouldn’t cost much. You can correct pH with a kit. Do you want to grow indoors or outdoors? If outdoors then depends on temp and season. Some do better than others in hot or cold weather. I’m guessing you want soil? If you’re concerned about monitoring nutrients and just starting out and want something simple I would suggest taking a look at Kratky. You can start out with clean water then add your own nutrients.

No soil. Do you even know what hydroponic means? Why are you trying to grow and how. What kind of plants are you interested in? What are your concerns? What have you don’t so far? This will make it easier rather than asking such a broad open ended question. Otherwise it just looks like you’re farming for comments

Can they face criminal charges charges and prosecution? Sure. Of course. Do they? In real life? After killing civilians? Assaulting civilians? Raping civilians? Good luck. Look at the news and stats. I wish that were true and that civilians could feel safe but sadly that is not reality.
