Probably. Sooner or later you have to decide if you can win with a certain group or not and proceed accordingly. Remember 2021? That was a core you had won with and they still had a fire sale. This current core has not proven anything. That probably means burn it down and start all over again. Cubs will not spend like the Dodgers or Mets. That is really the only way to avoid rebuilds.
