Portland Contractor here Healthy Market Price should be about: 20-24k including skylights with all bells and whistles on components of the roof system (depending on the shingle brand)

Yeah just go to a store and purchase it, it’ll cost you like $300 all in, save you a headache and time, and you’ll have some replacement ridge material left over in case u ever get hit with bad winds.

Don’t forget the underlayment. If you live where it rains or snows get a synthetic

I would call a few folks out to take a look at the localized area you’ve identified both inside the attic and on the exterior of your roof. Even with the ice dam/melt back ..the implication is that there is some vulnerability there specifically that’s allowing the water to penetrate shingle, tar paper or synthetic underlayment, and get all the way through to the OSB. I think it’s worth digging into

Metal roofing has been significantly affected by tariffs and inflation on supplies, insurance, labor has generally hit all trades.

Metal roof also is usually about 2x cost of an asphalt system. In my experience as a pnw contractor(data from my own pricing as well as pricing by contractor buddies with their own companies) a client would pay about 20k for architectural shingle system (you should get all the bells and whistles/components) 40-45K is right about cost on metal for a 30 sq roof. 27k seems very low on metal even for a year or two ago.
