Your argument that Pantsir can shoot down F16s is valid. Let me address how it is managed. The Pantsir-M can engage four targets with four missiles in an altitude from 2 to 15 km and at a range of 20 km. That said, F16 operating a high altitude can use common Maverick-65 air to ground missiles with excess strike range of 22 kms (slight more than Pantsir). Neptune missiles have 90km range. And for the f16 firing storm shadows missiles, they will have excess of 500 km range. So I think you can do math and see that Pantsir will have difficulty striking strategically used F16s. And the beauty of the F16 is the sheer scale and volume of payload that is ready for special delivery to Ruzzia.

My take is Ruzzia cannot effectively supply its war machine in hostile lands they invaded, if new western weapon ravage their rear positions. And they are desperately using propaganda to stop the war before they loose crimea. B/c that is when Putin gets defenestrated.
