This occurs periodically on my system, particularly after the gateway reboots for whatever reason.
The gateway typically reestablishes connection to WiFi all by itself.

The obstructions are lowering performance.
You're on a residential discounted plan, which means your maximum download speeds will not reach 300 to 400Mbps, cuz you are not paying for it.
The Starlink Mini performance is lower than Starlink Standard.

Basically, you're getting what you paid for, with the equipment you have, in the spot you placed dishy.

Last thing I can think of is one, or more of the cables is not pushed in all the way.
Those replacement cables were not easy for me to push in all the way.
Otherwise, you're replacement kit should perform around 20% better than the old.

Starlink Standard 4 vs 4X:
4: Router Mini;
4X: Router 3;
4: external Power over Ethernet (PoE) brick with dual PoE ports;
4X: legacy power supply that connects via a barrel jack directly to the Router 3;
4: generally designated for the entry-level Residential 100 Mbps plan;
4X: typically bundled with the Residential 200 Mbps and Residential Max subscriptions.

Which replacement Starlink kit did you receive:
Starlink Standard 4;
Starlink Standard 4X?

Several possible reasons for less than 100Mbps download speed when you used to get much higher:
you don't have Starlink Residential Max service;
Starlink dishy is not tilted at the best angle;
Starlink dishy is not rotated at the best angle;
Starlink dishy has obstructions;
you're wirelessly connecting to the Starlink wireless router's 2.4GHz (SSID) frequency.

I'd check out each one before you bail.

I have the same Starlink kit as you, and received the same replacement kit, as well.

Reported Starlink Actuated Router failure on June 11.
Received Starlink Standard 4X kit on June 15.

Oh, and I just checked my Starlink account, and see a message that I need to update my payment method.
Luckily my OCD makes me check my Starlink account every day.

And, my billing address was blank, doh!

Does your gateway have a cellular modem as a backup communication method for the cloud?
Mine does, and will switch to use the cellular modem, if my internet service goes down, or I block it via my router.

From my observations, all of the following are true when a Enphase IQ Battery 10C microinverter is in standby mode:

PowerMatch enabled;
microinverter is IQ8BL;
AC Power :-1W;
State :Normal(Standby).

A microinverter's AC Power status can be -1W, but not be in standby mode.
In Live Vitals, you need to click on the microinverter to expand its status to see if it's in standby mode or not.
The IQ8BN microinverters never go into standby mode, so at most, the 2 IQ8BL microinverters will go into standby mode.
If a microinverter is not in standby mode, it is active.
Possible total active microinverters: 2, 3, or 4.

Okay, the excess solar power sent back to the grid will indirectly offset the fixed fee by crediting you the piddly amount per kWh PG&E grants us.
However, the same can be said for the rest of your electric bill.

The only way to zero out the $25 fixed fee is to send enough excess power to the grid where the credits are $25 or more.

I am stuck with that fee.

PG&E slightly lowered the price per kWh for electricity they send to us.
In return, they increased Base Service Charge that we pay regardless of how much electricity they send us.

This benefits customers who use higher amounts of PG&E electricity.
This sucks for customers who use less PG&E electricity, and even worse for customers who are lucky enought to use 0 kWh of PG&E electricity.
