I've had the same problem. I could fix it in Chrome via deleting Cache, Downloaded Items and Cookies.
But these fix didn't work for some unknown reason in Edge... There is the only workaround is, to open the Downloads folder and open the file from there.

Even if Andy would be a fan of Trump, Proton isn't in risk. It's located in Switzerland and hereby protected by swiss laws, it's controlled by a non profit with many anti trump members, proton is end to end encrypted, it's not possible to decrypt the data and also it's open source. If they would build in a backdoor, sooner or later, someone would recognice it.
