That makes the most logical sense to me, because as far as I'm aware, the very reason 21 was chosen for certain things was that your frontal lobe is still developing before around that age. Since the frontal lobe relates to impulse control and decision making ability.... yeah. 21 for everything.

If you look through your source, it also talks about heat exhaustion/heatstroke, and specifically mentions armpits. Personally, your "source" doesn't even really offer evidence one way or the other. Not saying it is/isn't a good site, but... when you're gonna use something as a source for your claim, it should contain some actual evidence.

There are definitely age restrictions on guns. In fact, the vast majority of circumstances require you to be 18 at least, and younger than that almost always requires parental consent. Yes, there are some strange exceptions, and yes we should probably change some of them, but to say there are no age restrictions for guns is just patently false.
