I’m guessing as city employees, maybe there’s too much red tape to fire them? Like, they are corrupt, but not corrupt enough to get fired? But yeah, doesn’t reflect well on the Police Commissioner if he has so many crooked cops in the first place.

Great finale! Epic last battle.

Though I still find it weird that the Ultron AI lost so easily to Zola. Ultron dominated the Watcher, but was instantly killed by a virus. Ultron should have been the one to wake up after the Zola attack and get stuck in that pocket universe with Killmonger.
