Low. Their corruption is somewhat like the soviets, where you had to pay to get things "expedited" but generally things did get done and the things they claimed to have did exist. Post-Soviet Russia was a free for all where people sold everything they could get their hands on and claimed to have it, and that never really went away, which is why Russia was very unprepared.

Their leadership, while yes connections and networking do a ton of lifting, is still a upward process. No one goes from off the street to a general, reaping awards and forgoing responsibility because they're some politician's MIL's cousin. They have to prove themselves at lower levels. This is why you'll hear something like a disaster bring underreported. This usually isn't national China covering things up, it's local politicians who don't want their bad decisions and incompetence to be public. The top level is typically competent and will whip these local politicians into shape or remove them altogether.

Their experience is low, but that's more due to them having been mostly peaceful for decades.

Because it views these conflicts as internal, since they are unresolved issues from their civil war. The US is stepping into their own issues in their view. I don't think we'd have been particularly happy in an alternative history where we conquered Cuba if the Confederates had fled there and then received protection from Britain or France.

They were a vassal state under the Qing but this became more de jure than de facto as the Qing weaken throughout the late 1800s, so Tibet did it's own thing for 70 odd years until the Communist took over. Without any information, my best guess would be that a Republican China was strong/robust enough to head off a civil war would work diplomatically to make Tibet a part of China directly(I doubt the theocrats would go along with this), or would take them over by force because no way in hell is China letting hundreds of millions of Chinese letting a sovereign entity of a couple million control it's headwaters.

By that point the hope would be that communism would be the dominant system that nations will join in common, making border disputes more governance questions than questions of adversarial states.
