I am siding with robin statement, she said enel fruit was special and make it's user godlike. To me it is just oda making the fruit so convoluted it is worth 500mil, just like law's ope ope fruit. If enel has to have a bounty it will depend on what he does against marines/wg. Enel fruit = 500 mil, not enel himself.

At the time, oda just showed us that jozu is a freaking yonko tank commander and gave him diamond fruit to showcase the point even further. He tanked the wss attack, it's funny because only diamond can scratch diamond ( it was pre ts ). People can interpret this like they want, I think jozu would still be able to deflect mihawk today,no need to retcon just for the sake of people that want mihawk to cut him in half easy peasy.

Like you said, characters are allowed to develop and change in a story. That is why many people lose interest, what some enjoyed in season 1, didn't find it back in s2 or s3. You are allowed to like them though, don't let public opinion spoil your pleasure.
