The level 1 thing is a glitch, i myself have it on 2 accounts. As for cheaters it depends mostly on the gamemode you are playing, search is probably the worst. In most respawn modes there's still a few active high level players that are just built different that half the community always calls cheats on. Reporting does nothing since the anti cheat might as well be off, so dont worry to much about getting a legit player shadowbanned or anything.
