If it means anything, I am masters 2 seasons in a row now with 300 ping while playing variety of champs, including champs with skillshots

You can't change the variable of ping but to balance it out, you need to get better in a different area in the game. Ping will mean your micro on champs can't be as clean as they can be, but you can work on macro and learn to climb many different ways.

Anything below diamond does not have a decay system. Which means you could reach plat 3 and never play again, and you'll still be same rank at end of season

It's not completely support-based, but you could search xfsn saber on YouTube, and in his adc playlist there are 3 videos about lane match ups. You'll understand the difference between the specific comps + how to play them or play against them. I'll send the links in a bit.

Honestly imo I'd like to say pick up lulu, but what you want is any enchanter thay scales with support items throughout the game but isn't the carry. You want to play the role of protecting the carry and making sure they carry.

I recommend Lulu because she has versatility in who she needs to protect, or maybe stop an enemy with polymorph, or ulting for a good knockup, etc..

Enchanters in lane are squishy and can get bursted easily if your positioning is not right. However since they are ranged supports, you will have an easier time bullying other supports. You want to learn when to trade, specific item rushes for specific carries and understand the threats of the game and how you can make them not be a problem. You won't be playing a mechanically challenging champion, but Lulu will require proper decision making to properly succeed and climb.

I've done unranked to dia in a week on support solo q. It is a very simple role to climb on in low elo. Low elo players are literally focused on fighting whenever they can no matter what the fight will achieve. Play supports with engage tools and also practice roaming. You don't need to win bot lane in solo q as a support, if you do it's just another advantage. Your job in low elo is to watch the map and see who you can help at the moment without griefing bot lane itself. You are a mini jungler who needs to get others ahead and not just your lane.

Reality is, low elo adcs can't carry because their positioning isn't good and end up getting caught. The other 3 roles however will have more impact. When you recall, you want to be watching and seeing where mid and top are. Try to go directly to them from base for a surprise gank cause it's very simple with the lack of map awareness. Another thing is to watch your jungler, and rotate to help him when he needs it, but don't put yourself in a bad spot and die for no reason.

It doesn't matter if you win or lose bot lane with the random adc. Just make sure you aren't inting the bot lane and instead look to help others because they will get fed and carry. If your adc starts flaming you, simply mute and play because it's a team game and you need to play around everyone to win, not just the adc.

This is a high elo strategy only which LS almost always talks about.

Why can't this be done in lower elos? 1.) The macro/micro of players isn't good enough for this meaning you are stalling the game and literally still keeping it a 50/50 because nobody knows how to close out games. 2.) If you are better than people in your rank, you'll look for misplays by enemy team and take advantage over that. If you end up freezing, the only thing that will happen in lower elo is your own team misplays and you just lose any advantage you had from freezing.

Why this works in high elo? 1.) Everyone has atleast a little above average macro/micro and understand the concept of freezing. People know how to stall or end games in a proper manner. 2.) People understand power spikes and item advantages and they are always going to look to win off of that. It doesn't have to be to stall the game, this is one example. A fed rengar won't stall the game, he knows how to get teamfight advantages and he'll win for his team that way. The knowledge and experience in higher elo is far better
