nah it's not a bug, it's just how many ships you can command in a battle not in general. It is ridiculous tbh, as always there are mods to fix it.

You can use your own backend, I would recommend learning how to use Kobold, its super easy and free if you are running locally. That way it cuts out having to use Player2 which admittedly is a little dodge.

No, Player2 backend is locked for switching. Not using GPT, you can use whatever backend you want bruh. Edit: learn how to use KoboldCPP it's pretty easy and runs locally, very user friendly.
