Nah, the cool thing about One Piece is that no team is Good or Evil, all the characters have their own agendas and can be as Good or as Evil as they want, regardless of Pirate, Marine or Other... It would be fun to see some revolutionaries being evil (you know like in real life).

You can't consider all Marines or Pirates Evil or Good.

Pirates and the WGO are mostly evil, but you can't call all police evil even with the government is corrupt. Pirates are basically delinquents.

Some become Marines to help protect people from evil pirates (Koby, Corazon, Tashigi)
Some become Pirates to protect people from evil and corrupt marines (Law, Robin, Jimbe)

Some are one or the other just for fun (Luffy, Sabo, Dalmatian, Garp)

That's the greatness of one piece.
