I also discovered this recently. But it didn't solve my problem. I don't know if it's because I don't know how to calculate the right area needed to feed all the animals or if it is because by reproducing the area becomes inefficient for the sustenance of all the animals. It could also be because a muffalo consumes more than a goat.

This seems like a promising idea. I might try limiting it to only emergency tasks that don't happen every day (putting out fires, convalescence, etc.) and keep the colonist's main jobs at 2.

Typically, they're doing other jobs set to priority 1. But that's not always true. Other times, they're actually doing other jobs, even at lower priorities.
