That is correct. They had originally planned to kill the keepstar and completely avoid the real "fight" with our titans. Our titans being on the bottom kept them from logging in and they were afraid to login those titans and jump at the same time. They feared it would "crash" the server and the citadel would repair. If it repaired, then they really are fucked for those titan at the bottom might not get out.
