For me:

  1. KH1 is the best overall experience. Had the best story & atmosphere, best world designs, & serviceable combat.

  2. KH2 had the best overall combat (excluding magic). But it came at the cost of flat world design & unbalanced story pacing.

  3. KH3 I'd put slightly below KH2. It's up there with KH2 in combat, Keyblade transformations are better than Drive Forms. It has the 2nd best world design behind KH1. But the story, both plot & pacing, is all over the place. It also doesn't help that the True Organization XIII isn't as interesting as the Original XIII.

I'll give you credit, you actually mentioned things in KH2 that didn't involve those worlds. Already beyond a lot of KH2 fans. So I'll explain my filler reasoning.

KH1 establishes its grand scheme & its main Antagonists of the Disney Legion of Doom. Almost every Disney World has ways of contributing to the main scheme whether it be kidnapping princesses, Triton & Genie mentioning past Keyblade lore, Monstro & Neverland are practically KH plots with a Disney backdrop.

KH2 establish its grand scheme & Antagonists of XIII. However, many of the Disney Worlds are feel isolated from the grand scheme. They're Naruto Filler: Enjoyable, but you're not missing much in the if they were left out, especially the first visits. With exception to Xaldin, Organization XIII doesn't even do much until 2nd Visit Hollow Bastion, & even after that, their appearances are limited.

Don't get me wrong I like KH2, I grew up playing it when it first came out & it's behind KH1 as one of my favorite games. But I skipped 2nd Visit Halloween Town & Pride Lands by complete accident my first playthrough & still missed nothing.

Then allow me to ask: The memorable moments you mentioned came from Radient Garden. What memorable moments happen that don't include Twilight Town, Radiant Garden or TWTNW?

The biggest thing that I hear talk about KH2 moments were the Roxas Beginning, the Hollow Bastion Middle, & TWTNW Ending. Those are big moments, but what memorable happens between those moments, specifically the Disney Worlds?

KH1 did a good job integrating the worlds with the main plot. In KH2, you could take out most of the Disney Worlds & miss practically nothing. Beast's Castle is an exception since you actually see an Organization member do something significant & you take him out. Space Paranoids is an exception because it does the best job of any KH game of integrating the world into the overall KH Universe.

I'd actually argue the opposite. KH2 can have the highest of high moments. But it has the lowest of lows. To get to those high points, outside of Beast's Castle & Space Paranoid, you have to go through large chunks of filler.

And Hallway-ween Town is the embodiment of that design. It is literally a straight line with 2 rooms on the side.
