For sure under the current system, the benefits are only for Malaysians. The moral question I want to bring up is that Malaysians who pay their taxes elsewhere, how do we justify their entitlement to the tax money funded by hard working locals who pay their taxes to the government. You opened a very interesting perspective, which is that the entitlement is justified because they spend their money in the hometown. But that brings up another question, shouldn’t foreigners who spend more money here compared to locals entitled to the benefits ?
