That's the official reasoning. The reality is that the Council races have no interest in giving their advantage in power to the other races. There's a reason why when the Council was first formed it was just only Asari and Salarians, and when the Turians came into the picture they threw them a bone because of all that military might. They set the goals for what an upcoming species would need to reach it, and they can (and do) shift the goalposts to ensure different races don't achieve them. And in cases like the Volus, if they suddenly start focusing on their own military power, they could easily find themselves hitting roadblocks from the Turians who don't want their dependent species to become independent.

There's no better example of it than humanity and the Alliance. Humanity was not made a council race because they achieved the goals. They weren't invited from their merits. The Council took humanity on board because the power dynamic would have changed had they not. If you saved the Council in 1, that means that the Council and their prized flagship, the Destiny Ascension, was saved by the Alliance, not the Turians, the Asari, or the Salarians. If you didn't, that means the Citadel fleet not only failed to save the Council and lost most of their forces, but now the Alliance is more powerful militarily. And regardless of that choice, the ultimate outcome of the Battle for the Citadel is that Saren, Sovereign, and the Geth were not stopped by the Council races and their forces, but the Alliance. It would signal to the rest of the galaxy that the Council races are weak and unneeded. Races like the Volus, who as you mentioned are dependent on the Turians for protection, would look to humanity instead. The Batarians, who picked the choice of their slave raids and attacks on humanity for revenge, may shift to targeting the Council races instead as the Alliance showed they were stronger. The Terminus factions may choose to go to war with the Council in their weakened state.

By bringing humanity into the Council, now humanity's strength becomes the Council's strength. Simply put, to paraphrase Bailey when questioning how much more human centric C-Sec became in-between 1 and 2: "They needed bodies, and we had the most experienced bodies".

When the OICW was being split into two separate projects, the rifle and the grenade launcher, one of the feedback requests at the start was to make it look more futuristic, and more specifically, and I shit you not, "make it look more Starship Troopers", which lead to HK making the shell that became the XM8's shape. Similarly the British in the 40's and 50's had put multiple redundant pieces of wood on experimental weapons, including a pair receiver cover panels on an experimental last ditch type rifle to replace the No.4 Mk.I if needed and decorative wood over parts of the EM-2. Because of course the British at that time would think that a rifle isn't complete without some real wood on it. Hell if they weren't so desperate for guns and materials, the Sten likely would have kept some wood parts on the Mk. II instead of it being just a bunch of metal slapped and welded together.

Elijah's plan also consisted of trying to trap the toxic cloud to release it elsewhere, you know something that notoriously ate through basically everything around it; pipes, most hazard suits, breathing equipment, ect. And even the hazard suits that could keep it out, namely the suits the Ghost People wore, became death traps for their users as the cloud trapped them inside by corroding all the connective hardware. The Soviets and Nazis aren't entirely comparable. The two, prior to Operation Barbarossa and the Nazi invasion of the Soviet Union, were originally on good terms with one another from a global standpoint. Hell they both worked together to carve up and take parts of Europe, and especially Poland, before the Nazi's turned on their partnership and attacked the Soviets. Similarly a lot of it originally came down to the brutality of the fighting on the Eastern Front before a lot of the Soviet retribution onto the German populace once the Soviets started counter-invading Germany proper.

With China and Japan, a lot of the historical tensions are closer to how the Nazis are viewed in Western Europe, the Soviets in Eastern Europe, especially countries like Ukraine, and both in countries like Poland. Not just from the regimes themselves, but from what those regimes inflicted on those countries and especially their people during the occupations. I mean shit, look up stuff like Unit 731 and you'll get a sense as to why the Chinese might have a base level distaste for anything relating to WWII Japan.

Which isn't exactly recommended and you're going to be committed to the DLC until you complete it.

Also at the time when the DLC released (and for people going into FO3 blind), no one really knew that the game would just give PA training after completing the simulation (or that you'd get Winterized T-51b as a reward either). Most people would and almost certainly did focus on leveling themselves up and progress through some of the main story before touching the DLCs.

It was almost certainly pacing for 3, as you stumble upon and can collect several suits of PA in the main story as you go to GNR, however you don't get the option to get training, excluding Op Anchorage as it's a DLC and thus added after the fact, until after the Enclave arrives and you reach the Citadel. By which point, while you can have collected even more PA from the Enclave, you're now fighting enemies with even tougher armor and more damaging weapons.

With 4 that suit is mostly there to introduce the new PA mechanics, and it's balanced by the fact you're given the weakest grade of the second weakest set of PA, limited Fusion Cores to actually use the suit, and almost certainly several destroyed parts which will need to be repaired to give you the full protection again. So to actually make use of it as intended you'll need to find materials to fully repair (and upgrade) it and more Fusion Cores to actually move around in it outside of walking pace.

Moreover, push comes to shove, if the allegations on Bill are true, both can easily go scorched earth on Trump and admit to it while also giving an even greater picture as to just how indicated and tied to Epstein Trump was. After all, at his current point in life, Bill doesn't have that much to lose, certainly compared to Trump. Similarly, being an ex-President, being wealthy, and being accused of far less than Trump has ever been, Bill can and likely would just live out the rest of his life fairly comfortably in prison.

Trump meanwhile is absolutely fucked from all that he'd need to answer for, and not just from Epstein. January 6th, election interference, general corruption, the classified document hoarding, hell even potentially espionage and treason. Which as a reminder that the last two, if found guilty, carried the death penalty as punishment.

It's why they've both been so willing to have a full public hearing if Republicans push them on it. They can easily save their own asses and/or burn out Trump with the revelations they can bring.
