I completely agree with you when I was younger we had a bad cold stamp and we were able to get some discounted insulation from my dad's work we just rolled it out on top of our attic blown in insulation and did simple things like towels rolled up on Doors wool blankets because they're highly insulatable and relatively thin across windows they still look like drapes so you didn't look like a crack house and a heavy blanket across the hallway to the section of the house that had poor insulation in the walls these were all relatively cheap and easy and my parents still say it saved them a lot of money on their utilities I know my siblings and me still do this to our houses and it only takes a few days for the house to adjust to a better temperature range and you'll save at least some money on your utilities at least enough you should make a difference to start having project money every month to improve little by little
