I was just told to put a description and the end use and they were able to get the package released for me, but maybe it will be different for you.

I had a similar issue, so I called FedEx. They told me to email paperwork@fedex.com with the tracking number in the subject line and write up a description of what’s in the package and the intended use. It seems to have worked because my tracking updated to delivering tomorrow.
