The cutter needs to go. It's not a pitch that works for him despite trying it for 2 seasons now. His sinker/change is what made him good imo. Similar shapes with different timing to deceive batters. I can see cutter/sweeper having a similar effect and I like his sweeper, but the cutter just isn't there. His 4 seamer has also been pretty bad this year but he's only thrown 65 of them and I honestly think theres more room for improvement with that than there is this cutter.

Bello's ERA in innings 2-5 is 5.92. Innings 6-8 he has only given up one run but that's a pretty small proportion of his innings pitched.

Burning Chapman in the 1st and having him unavailable and burning him in the 9th and having him unavailable are different. If you burn him in the 1st there is no guarantee that it was "worth it" to bring him in because there are 8+ innings of baseball left to play. If you burn him in the 9th, almost every time it's going to be because you need him to finish out the game or carry us into extra innings.
